Developer: I have a plan to add another subdivision and build road extensions to support it.

Developer: Meh, the economy is going downhill, so I guess I won’t build that subdivision after all, so I won’t be needing the road.

City:  Ok, no problem.

Developer:  So here you go, I will give you the land for the road, no charge.

Developer: Oh my, the economy is picking up, I guess I’ll build that new subdivision after all.
