Traffic – Conclusions
The original objective of facilitating broad traffic circulation will not be realized because the city is not able to extend Doherty Drive south to Fell Road since the city does not own the right-of-way.
Instead, the cumulative effects of high-speed cut-through traffic, induced traffic, the planned changes to lane widths and speed limits on US192, and continued traffic growth due to rampant development in the region, will lead to these kinds of things:

Funneling a dangerous kind of traffic into the Henry/Doherty intersection, leading to congestion and accidents at a school crossing with no traffic light.

Even more frequent blockages of side streets off of Henry (Sylvia, Edward, Parker, Trend, or Clifton), which already occur and can block emergency access.

More hazardous situations along the Heritage Oaks Blvd that could jeopardize the safety of school children. School crossing guards already complain of almost being hit daily.
Please remember the context. Florida has the worst record in the nation for pedestrian fatalities, and this region is one of the worst in Florida; the current design does not incorporate lessons learned from the study of pedestrian fatalities; and the talk about accidents is not just hypothetical, a school girl was recently killed on A1A and the accident was widely attributed to intersection design.
